Robert W. Ross

Bob manages and guides Delta's Disaster Preparedness practice area. His range of project experience includes management of the Pennsylvania Department of Health in its response to the 2009 H1N1 influenza pandemic, assessing the Delaware Division of Public Health’s response to Hurricane Sandy, and developing medical needs shelter plans for nine southern New Jersey counties. Previously, Bob was the Administrator for the Public Health Preparedness Section of the Delaware Division of Public Health. He also spent several years working for a homeland security consulting firm in Washington D.C. and has served as a county-level Emergency Medical Services (EMS) Training Officer and an EMS Training Coordinator for the State of Delaware.

Lou manages the firm’s state and federal government relations practice area. His brings unique insight and perspective to the legislative process and is adept at simplifying complex legislative issues. Prior to his time at Delta, Lou worked for Holston & Associates, a government relations firm located in Harrisburg, Pennsylvania. He also worked in a variety of roles for U.S. Representative George Gekas in Washington, D.C.

Bonnie has more than 29 years of experience working with historic resources and the use of historic tax credits. Because of her strong public-sector experience, Bonnie was responsible for the technical review and administration of the Rehabilitation Investment Tax Credit program (historic tax credits) for Pennsylvania.

Christian Muniz

Christian joins Delta Development Group after more than 20 years of public and private sector experience focused on Pennsylvania state government. Over that time, his work for clients has included community and economic development incentives, tax and pension reform, and a multitude of legislative policies. He brings project management and leadership skills to the service of Delta’s clients. Most recently, Christian served as a contract lobbyist with Pugliese Associates. Within state government, he served as a legislative staffer to a former House leader and later as the Legislative Director at the Department of Community and Economic Development (DCED) under former Governor Ed Rendell. Christian is a Navy veteran, having served as a cryptologist from 1988 through 1994. Today he also volunteers his time as an appointed Planning Commissioner for Carlisle Borough.

Serving large, Fortune 100 companies as well as small, local and regional businesses, Janine’s experience and knowledge of state procurement is an asset as she works closely with clients to help win business and government contracts. Born and raised in Western Pennsylvania, Janine graduated from Penn State University in Marketing and Business. She used her expertise gained at Port Authority to successfully complete a wide variety of public transportation projects for Clear View Strategies, and has joined the Delta team where she advances clients’ transit projects.

Previously, she retired as the coordinator for the National Register and Survey Program at the Bureau for Historic Preservation, Pennsylvania Historical and Museum Commission. She was the project manager and participated in the development of statewide contexts for African American Resources, historic educational resources, and the agricultural context.

Prior to joining Delta’s Disaster Preparedness Solutions Team, Liz spent two internships at Penn State Milton S. Hershey Medical Center in the Emergency Preparedness Department. Through this experience, Liz formed planning teams, developed a comprehensive hospital evacuation plan, and established a training and exercise program. In addition to disaster preparedness, Liz is also a Certified Business Continuity Professional (CBCP) with demonstrated experience in business continuity/continuity of operations (COOP).

As a student at Indiana, he was able to amass skills in qualitative and quantitative data analysis, data research, report writing, and GIS mapping. Dane also has insight into the public planning process through his internship with Franklin County, Pennsylvania’s Planning Department.

Diane contributes to Delta’s Disaster Preparedness Solutions team by participating in exercise planning and personnel support for exercise conduct.

Currently he is supporting efforts to build a Crisis Response to Opioids structure based on State Health Operations Center Incident Management model to coordinate response; assess and inventory state and local efforts to address opioid addiction; identify training opportunities and develop programs to support those identified needs; support a series of workshops to develop a model opioid response system and system of care. Prior to joining Delta’s Disaster Preparedness Solutions Team, Andy spent more than 25 years with Sussex County EMS in various roles from field Paramedic, Field Training Officer and 14 years as a District Supervisor.

Savannah was a key asset in the execution of Emergency Preparedness Documentation Kits which were sent throughout the state in preparation for disasters. She did analytical research used in the planning process regarding Preparedness Plans for Household Pets in Disasters by investigating transportation, sheltering, feeding, and reunification needs specifically regarding household pets.
