LeRoy’s industry background includes serving in several executive and legislative branch capacities, including as Director of Legislative Affairs for the Department of Commerce, Legislative Liaison for the Economic Development Partnership, and Executive Director of the Majority Policy Committee of the House of Representatives.

Eric R. Clancy
Executive Vice President
One of Eric's key roles is running the business operations of the corporation, ensuring that the team has every resource it needs to serve clients. Prior to joining Delta, Eric spent 15 years in business development, commercial banking, and financial services. Eric served 11 years with Dauphin Deposit Bank and Trust Company, reaching the position of Vice President, Commercial Lending. He also served as a financial analyst with Chase Manhattan Corporation in New York.

Darren J. Asper, PP, AICP
Senior Vice President, Community Planning
Darren leads Delta’s diverse team of experts in economic and community planning, with project initiatives ranging from downtown redevelopment strategies to hazard mitigation plans. His efforts on planning projects have led to recognition by the Pennsylvania Planning Association for "Outstanding Community Initiative." Darren started his career as a community planner with the Chester County Planning Commission before becoming an aviation planner in Cincinnati, Ohio.

Rick leads Delta’s development services and disaster preparedness practice areas. Rick leverages his unique business and government background to bring about innovative solutions that meet the business needs of Delta’s clients. Rick has extensive federal, state, and county government experience. Prior to joining Delta, Rick worked for the Governor’s Office of Administration. Previously, he worked for Congressman Phil English as Deputy Chief of Staff, Campaign Manager, and was a legislative analyst.

Teresa has more than 27 years of economic development, downtown revitalization, and local government planning experience and oversees Delta’s Community Planning practice area. Prior to joining Delta, she served as the Executive Director for the Downtown State College Improvement District. She also served as Borough Manager for Carnegie Borough, Allegheny County, Pennsylvania.

Edward Durst
Vice President, Disaster Preparedness
As the Vice President of the Disaster Preparedness Solutions Team at Delta Development Group, Inc., Edward (Ed) Durst brings over 19 years’ experience in both state and local emergency operations management and healthcare emergency management. He has developed and led numerous exercises, to include mass casualty response, hospital and governmental facility evacuations, and business and downtime continuity exercises, from conception through the after-action review process, utilizing the Homeland Security Exercise and Evaluation Program (HSEEP) concepts; while incorporating the FEMA Core Capabilities, Public Health Emergency Preparedness (PHEP), and Hospital Preparedness (HPP) capabilities into the exercise objectives and evaluation criteria. He has developed multiple annual hazard vulnerability assessments (HVAs), written both healthcare centric and state emergency operation plans, with an all-hazards focus encompassing the key elements of mitigation, preparedness, response, and recovery, and he has led a 60-person hospital incident management team through both natural and manmade disasters and during cyber response incidents.

Using her research and writing skills, Rebecca produces effective, high-quality grant applications and project briefing materials for clients. Her work experience in the public and private sections has given her a solid foundation for understanding political structures and insight in the legislative process. Prior to Delta, Rebecca assisted state representatives with both policy research and pilot program development.

Vice President Finance and Administration
As Vice President of Finance and Administration for Delta Development Group Jessica is responsible for the financial administration of the firm and the effective deployment of corporate objectives both internally and externally. Her tasks include financial analyses, reporting, contract administration and invoicing. In addition, she ensures corporate compliance with state business registrations and tax filings. She has completed the Google Analytics Individual Qualification exam, and is a certified LEED Green Associate.
