BCA CASE STUDY: GATEWAY 228 (BUTLER COUNTY PENNSYLVANIA )
Delta prepared BCAs for two federal grant application to support Gateway 228 - a $270 million, multiyear investment to enhance the capacity, safety, and mobility of Route 228. Part of the National Highway System, Route 228 is Butler County’s primary corridor for linking rural communities with several of the region’s burgeoning economic activity centers.
Working closely with the local and county officials, regional planning organizations, and PennDOT, Delta conducted a comprehensive analysis to quantify the project’s benefits and align them with USDOT’s evaluation criteria. A safety analysis evaluated historical crash data, identified high-risk areas, and projected reductions in fatalities and injuries resulting from intersection improvements, signal upgrades, and roadway realignments. Travel time savings were assessed by analyzing congestion patterns along the corridor and developing models to demonstrate reduced delays for commuters, freight, and emergency vehicles. Delta examined future traffic demand, quantified economic benefits associated with increased roadway capacity, and documented how the project would improve regional connectivity to major employment hubs.
By applying USDOT-compliant methodologies and a comprehensive benefit monetization approach, Delta positioned Butler County to secure $45M in US DOT investments for Gateway 228.

LERTA CASE STUDY: WELLSPAN SPORTS COMPLEX (YORK COUNTY, PENNSYLVANIA)
Inch’s Sport, LLC engaged Delta to lead a comprehensive LERTA tax benefit analysis and economic impact study for the proposed redevelopment Central York School District’s former athletic field, which had remained vacant for more than 15 years. The redevelopment aimed to transform the site into a state-of-the-art indoor sports complex, creating new economic opportunities and expanding regional recreational offerings.
Leveraging public and proprietary data, Delta estimated the 10-year value of the LERTA abatement, calculating its net present value and average annual value using three industry-standard valuation methods: the comparison approach, cost approach, and income approach. This analysis provided local officials with a clear understanding of the fiscal implications of the abatement and its potential to stimulate long-term tax revenue growth.
In addition to the tax impact assessment, Delta performed an economic impact analysis to evaluate both the construction phase and ongoing operations of the sports complex. The study measured job creation, business activity, and increased local spending, including the tourism impacts driven by visiting teams, tournaments, and regional events. By quantifying the short- and long-term economic benefits, the analysis provided critical data to guide municipal decision-making and demonstrate the redevelopment’s value to the community.
