Total Visibility Special Needs Registry
The Florida Division of Emergency Management procured Delta’s Total Visibility Special Needs Registry Software and services to deploy a state-wide special needs registry program. Delta worked with the state employees, county governments and community stakeholders to configure the system. The software was implemented on the States server farm environment. Delta imported County data from existing County systems, integrated with the State’s GIS platform and provided on-site training in every region and on-line training. Delta continues to provide 24/7 maintenance and support for the program.
Douglas County Colorado
Functional Needs Registry and Life Trak Project
Douglas County Colorado Sheriff’s Office wanted to improve their functional need registry program, GIS integration and remote availability. Douglas engaged Delta to implement our Total Visibility Functional Needs Registry (TV FNR) software to manage a voluntary registry for their citizens who may need assistance in an emergency.
Following the successful implementation of the registry project, the Sheriff’s office identified the ability to expand TV FNR to also support their Colorado Life Trak program. Colorado Life Trak provides tracking equipment to individuals who may have the potential to wander and get lost. The Sheriff’s Office contracted with Delta to add custom features to their existing TV FNR system. These features included branding pages for Life Trak, adding additional survey questions that pertain to Life Trak applicants, creating an equipment inventory with association to individuals and recording inspections. This project was managed in an agile style with verifiable product iterations each month to ensure the product was going to meet the needs of the Sheriff’s Office.
Northern Virginia Hospital Alliance and Norther Virginia Emergency Response System
Automated Medical Countermeasures Screening Software
The Northern Virginia Hospital Alliance (NVHA)/Northern Virginia Emergency Response System (NVERS) engaged Delta Development Group, Inc. (Delta) to develop a web-based medical countermeasures screening application. The major goal of the project was to utilize technology to streamline the registration process and improve the efficiency of providing prophylactic medications in the National Capitol Region. NVHA/NVERS has identified individuals filling out forms and staff manually using a matrix to determine medications to be the most time intensive part of the process. The software application allows individuals to complete the form online, have the system identify the appropriate medication based on a medical algorithm, provide the nearest Point of Dispensing (POD) location and bring the completed form (paper-based or electronic) to the POD for processing.
State of New Jersey
NJ Special Needs Registry, Communications and Demographics, and Shelter Analysis Project
The New Jersey Office of Homeland Security and Preparedness (OHSP) sought to increase its knowledge and understanding of the requirements of people with special needs in emergency situations. OHSP hired Delta to assist with this effort within an area spanning Atlantic, Cape May, Monmouth, and Ocean Counties. As part of this engagement, Delta implemented a large-scale communication plan focused on community outreach to direct individuals with special needs to the special needs registry. In order to register these individuals, Delta implemented its Total Visibility – Special Needs software application. The software application helps state and local governments identify and assist individuals with special needs during an evacuation event. As a result of the successful project, Delta is currently working with New Jersey to implement pilot projects in the entire state. This will be one of the nation’s first statewide special needs registry and outreach programs.
East Central Pennsylvania Regional Task Force
Resource Management Software
The East Central Task Force (ECTF), which includes the Pennsylvania counties of Berks, Columbia, Luzerne, Montour, Northumberland, Schuylkill, and Wyoming, engaged Delta to assist with emergency resource management and personnel credentialing. Delta worked with the ECTF to implement Delta’s Total Visibility Resource Management Software (TV RMS), train end users, and provide maintenance and support services. TV RMS has equipped the ECTF with the abilities to inventory all organizations and facilities that can assist during an emergency operation, credential first responders, public officials and volunteers, provide centralized administration, and complete other various tasks. The ECTF has successfully implemented and utilized TV RMS over the last five years, during which time Delta has provided system enhancements, integration with third-party applications, and software support.
Eastern Panhandle Regional Planning and Development Council-Region 9
Region 9 is a council, set up by the State of West Virginia, comprising of representatives from three counties and ten municipalities to assist local governments in resolving their common issues. In an effort to improve information dissemination and communications, Region 9 engaged Delta to design and implement a new Web site for the region. Delta worked with the Region 9 stakeholders to envision an overall Web site design and functionality that suited their budget and incorporated a branded identity for Region 9. A user-friendly content management system (CMS) was incorporated into the redesign plan. In addition, the Region 9 staff was provided training and knowledge transfer of the new CMS that allows the staff to update and manage the content of the Web site easily and quickly. Overall, the new Web site established a presence for the region and built a strong foundation that allows for future enhancements and additional functionality.
Pennsylvania Department of Health
Patient Tracking System Training and e-Learning Instruction
The Pennsylvania Department of Health (PA DOH) engaged the services of Delta to develop and facilitate instructor-led training courses, to develop Sharable Content Object Reference Module (SCORM)-compliant e-Learning modules, and to provide instructional support for a newly deployed patient tracking system. The patient tracking system is currently being deployed across the state and will eventually be utilized by thousands of emergency and public health professionals. The classroom and e-Learning content was created using experienced instructional designers and was supported by proven adult learning techniques.
Pennsylvania Liquor Control Board
Bureau of Licensing
The Pennsylvania Liquor Control Board (PLCB) was seeking a means through which businesses that are licensed to manufacture, transport, store, or sell alcohol beverage products could electronically submit required information to renew or validate their licenses for the next annual period. Delta’s role was to provide a solution that would satisfy both the PLCB and its customers. Delta developed an electronic license processing method that streamlines processing time, walks the user through a simple interview process, and ensures all necessary information is completed before submission. In the end, Delta exceeded PLCB’s expectations by providing a cost-effective, convenient, reliable, and secure electronic license processing method. Delta was able to save the PLCB time and money including reducing the number of errors and inconsistent data that was typically provided by the filers via paper applications.
