Total Visibility Resource Management
System (TV RMS)
The East Central Task Force (ECTF), which includes the Pennsylvania counties of Berks, Columbia, Luzerne, Montour, Northumberland, Schuylkill, and Wyoming, engaged Delta to assist with resource management and personnel credentialing. The ECTF wanted to inventory and track emergency management resources (e.g., organizations, facilities, personnel, and equipment) and personnel qualifications of first responders, volunteers, public safety workers, and public employees.
Delta worked with the ECTF to implement Delta’s Total Visibility Resource Management Software (TV RMS), train end users, and provide maintenance and support services. TV RMS has enabled the ECTF to do the following:
Inventory all organizations and facilities that can assist during an emergency operation (e.g., fire stations, police departments, schools, shelters)
Include mutual aid agreements, staffing resources, facility layouts, and plan
Credential first responders, public officials, and volunteers
Identify individual skill-sets (e.g., hazmat, fire, shelter manager)
Provide identification cards with basic information and barcode with a complete data set
Inventory emergency management equipment and specialty teams
Map and utilize geographic searches on all resources in TV RMS
Allow authorized users to review, deploy, and update data from any Internet-connected computer
Provide centralized administration, but allow for local resource entry/administration (e.g., region, county, municipality, organization, facility)
Send automated e-mails requesting updates to all resource-owning organizations on a scheduled basis (i.e., quarterly)
Quickly locate needed resource information by name, type, National Incident Management System (NIMS) category or other criteria
Designate NIMS resource types to appropriate resources
The ECTF has successfully implemented and utilized TV RMS over the last five years, during which Delta has provided system enhancements, integration with third-party applications, and software support.
