Pennsylvania Liquor Control Board

The Pennsylvania Liquor Control Board (PLCB) was seeking a means through which businesses licensed to manufacture, transport, store, or sell alcohol beverage products could electronically submit required information to renew or validate their licenses for the next annual period. The PLCB desired a method and a system that would efficiently and easily collect detailed information about the customer’s business, as well as allow an electronic filer a safe and secure means to transmit payment information electronically without compromising the integrity of the data. In addition, this system would also reduce processing errors and the amount of time involved in handling a renewal or validating applications.

Delta’s role was to provide a solution that would satisfy both the PLCB and its customers. In the end, Delta not only met the PLCB’s expectations, but exceeded them. By providing a cost-effective, convenient, reliable, and secure electronic license processing method, Delta was able to save the PLCB time and money including reducing the number of errors and inconsistent data that was typically provided by the filers via paper applications. Delta reviewed existing licensing processes, designed a Web-enabled system for licensing, developed a pilot program for selected districts, and provided an electronic payment method for licensing. Operations and technical issues were also taken into consideration, such as integrating the electronic filing into the workflow, providing secure access to the process, evaluating the effectiveness of filing electronically, determining the best method of payment, handling incidental issues, assessing the current and future technology requirements, and more.
