Southwest Regional Medical Center Behavioral Health Unit Expansion Project


The Challenge

Southwest Regional Medical Center (SRMC) is a 69-bed acute-care hospital located in Greene County, Pennsylvania. As the County’s only hospital, SRMC provides critical services to residents in southwest Pennsylvania and employs more than 375 people throughout the region.

In recent years, SRMC has identified the need for expansion and facility upgrades at the hospital in Franklin Township. Targeted to accommodate patient needs, SRMC adopted a three-phase renovation plan to expand the behavioral health and surgical units to address issues of inadequate space and outdated technology. SRMC was authorized in 2008 to apply for $1.5 million in Redevelopment Assistance Capital Program (RACP) grant funds to help move the project forward; however, a challenging and time-consuming application development process is required before initiating drawdown of grant funds from the Governor’s Office of the Budget.


The Solution

SRMC engaged Delta to manage the RACP application development and award drawdown process. In overseeing the comprehensive process, Delta provided SRMC with a public funding strategy to fully leverage its own capital investment, secured the requisite local and regional support to file the grant application, and advised SRMC and its contractors on properly positioning the project to adhere to the RACP program’s strict compliance requirements. Delta also liaised with the Governor’s Office of the Budget on behalf of SRMC to complete, submit, and advance the application request for favorable consideration. With Delta’s support, SRMC was able to successfully draw down on the $1.5 million RACP award.


The Result

With Delta’s assistance in managing the RACP process, SRMC has since moved forward with the $11.5 million project. The scope of the capital improvements will completely transform the fourth and fifth floors of the hospital, and will include a new 26-bed behavioral health unit and 15 state-of-the-art medical surgical rooms to accommodate general, orthopedic, ophthalmological, ENT, and urological procedures. In addition to improving the quality provision of medical services, this project will leverage the creation of 10 new, full-time jobs at the hospital as well as construction jobs to further support Greene County and the surrounding region.
