Evangelical Community Hospital is a 127-bed, acute-care hospital located in Kelly Township, Union County, Pennsylvania. The hospital has continued to grow and expand to meet the changing needs of the Susquehanna Valley since 1926 and now includes a staff of nearly 200 physicians and 1,000 employees. The hospital is the third-largest employer in Union County. To address community needs as identified within the Evangelical Community Hospital Strategic Plan 2009-2013, the hospital adopted an ambitious master plan that calls for more than $90 million in capital improvements to be implemented in phases over the next several years. Phase I of the master plan is a $31.7 million Surgical and Cardiovascular Expansion Project at the Lewisburg campus. In light of the economic downturn and challenging financial environment, Evangelical Community Hospital desired to develop a comprehensive public-private partnership to advance the project.
The hospital engaged Delta to devise a comprehensive public funding strategy to secure the needed funding to help move Phase 1 of the master plan toward implementation. Working with state officials and hospital management, Delta helped the hospital with the application development process for Pennsylvania’s Infrastructure and Facilities Improvement Program. The program is administered by the Department of Community & Economic Development and provides multi-year grants to help offset debt service payments made in connection with the financing of eligible projects.
Evangelical Community Hospital was awarded a $4.62 million IFIP grant, as well as $1 million through the Redevelopment Assistance Capital Program (RACP), to advance the Surgical and Cardiovascular Expansion Project, prioritized as the most important element of the hospital’s $90 million master facilities plan. The $31.7 million project is targeted to increase the volume capacity of these growing service areas, and includes the construction of a new two-story, 49,000-square-foot expansion that will house catheterization and surgical suites. It will also provide additional space for future, planned clinical growth and will result in 26 new jobs created. With Delta’s assistance in securing funding through the IFIP, the hospital is undertaking this significant expansion project to support the continued provision of quality healthcare in Union County and the surrounding Central Susquehanna Valley.
