The Challenge

In December 1998, it was decided to expand the Little League World Series from eight teams to sixteen teams beginning in August 2001 to reflect the sport’s global reach. To accommodate the new competitive format, which added only two days to the event, a new baseball field was needed to play multiple games simultaneously.

 

The Solution

To meet the new demands, Little League Baseball, Inc., proposed the development of a new stadium with a seating capacity of 5,228, to be built next to the existing stadium. The total cost of the new stadium and renovations to the existing stadium was $19 million.

Little League was successful in securing $3 million from the Pennsylvania Redevelopment Assistance Capital Program (RACP) for stadium development. To utilize the funding and develop the RACP grant application, Little League hired Delta.

Preparation of the RACP application involved coordination among Little League, the Lycoming County Office of Commissioners, the Lycoming County Industrial Development Authority, and the Governor’s Office of the Budget. In addition, Delta developed the grant-matching strategy and the drawdown schedule for the $3 million.

 

The Result

As a liaison between agencies, Delta helped to fast-track the release of funding for Little League and keep the stadium expansion on schedule.
