North Central Task Force (PA) EMS Mass Casualty Incident Full-Scale Exercise
The North Central Task Force (NCTF) is composed of the following Pennsylvania counties: Potter, Tioga, Bradford, Clinton, Lycoming, Sullivan, and Union. After developing a mass casualty plan for the NCTF, the EMS Subcommittee wanted to exercise the plan and determine how well it would work during a simulated
attack on a large number of people. It was determined that a Homeland Security Exercise and Evaluation Program (HSEEP)-compliant full-scale exercise (FSE) was needed to explore the plan.
Delta’s Emergency Preparedness
, Response, and Recovery Solutions (EPRRS) team was contracted to develop an HSEEP-compliant FSE. A multidisciplinary Exercise Planning Team (EPT), composed of law enforcement, EMS, healthcare
facilities, and emergency management
representatives, was established. Delta staff and the EPT developed an exercise that would overwhelm local and regional EMS capabilities and require implementation of the NCTF Mass Casualty Plan. Using volunteer victims with appropriate moulage, the Delta team staged the
exercise venue and initiated the exercise with a simulated explosion. During the exercise, the Delta EPRRS team of EMS, emergency management
, and Incident Management Team personnel worked with participants to enhance their skills in managing highly complex incidents. As part of the after-
action report, Delta’s EPRRS team provided a thorough gap analysis of the current NCTF Mass Casualty Plan and gave the NCTF EMS Subcommittee detailed questions and recommendations for consideration in revising the plan.
Delta’s EPRRS team provided the NCTF with a dynamic and challenging
HSEEP-compliant exercise with the added value of functioning as a comprehensive mass casualty plan review.
