
Delta was hired to prepare a National Register of Historic Places nomination form in order for the owners of the Scranton Lace Company complex, a group of 32 historically interconnected buildings, to be able to qualify for the Rehabilitation Investment Tax Credit program.
The first step in the nomination process was to update the Determination of Eligibility (DOE). The Scranton Lace Company site originally received a DOE on March 12, 1990. Given that the eligibility was over five years old, Delta was required by the Bureau for Historic Preservation (BHP), Pennsylvania Historical and Museum Commission (PHMC) to submit a new Historic Resource Survey Form to the BHP. Delta prepared and submitted this form, and the site’s eligibility was reconfirmed on September 9, 2010.
Subsequently, descriptions were written about each of the buildings, and research was undertaken on the history of the Scranton Lace Company, the Nottingham lace industry in the Lackawanna Valley and in Pennsylvania, and the methods for producing lace. This research was used in the first draft of the National Register of Historic Places nomination form, which was submitted in November 2010 to the BHP for its review and comment. As a result, the nomination form met the requirements of the PHMC. The nomination is scheduled to be presented at the February 2012 Pennsylvania Historic Preservation Board meeting. According to PHMC staff, it should be "a successful item on our February agenda."
