Chester Waterfront Redevelopment


The Challenge

Located in the city of Chester, one of Pennsylvania’s most disadvantaged cities, a $414 million mixed-use redevelopment project was planned in order to revitalize a brownfield site located along the Delaware River. At the heart of this development would be a Major League Soccer (MLS) franchise stadium, accompanied by office, retail, and community open space. With a $49.1 million commitment from the Commonwealth of Pennsylvania, the project had to be completed in the spring of 2010.


The Solution

Delta worked with the project development team and the Commonwealth to ensure successful application of the state’s committed funding. From working with various state departments to identify appropriate funding sources, to application development, construction bidding, and procurement procedures Delta’s work provided a successful end product.


The Result

As a result of Delta’s work on this project, more than $49.1 million of public funding was invested in this mixed-use redevelopment project, leveraging over a billion dollars in private investment and nearly 400 new jobs. The project also addressed significant on-site environmental distress issues, and Delta has worked to certify the project with Pennsylvania’s Brownfield Action Team (BAT). With almost a dozen public funding programs utilized, Delta applied critical funding to every aspect of this project’s development, leveraging a vital opportunity in an otherwise distressed community.
