Portage Area Regional Transportation Authority

The Challenge

In November 2010, Delta was selected to provide Federal Transit Administration (FTA) compliance/program management support services to the Portage Area Regional Transportation Authority (PARTA) for the Kent Central Gateway (KCG) Project in Kent, Ohio.  The $27 million KCG project was the first Transportation Investment Generating Economic Recovery (TIGER) award recipient selected nationally. As an intermodal center, the KCG will become the new gateway to improve the connections between city neighborhoods, Kent State University’s campus, and the downtown.  In the long term, the KCG will act as a catalyst to stimulate economic development in the area.  

The Solution
In order to establish the framework for managing and administering all activities related to the implementation of the KCG project, in accordance with the requirements of Federal Transit Administration (FTA) Project and Construction Management Guidelines, Delta devised a Project Management Plan, outlining the following project control mechanisms:

    •  Organizing project scoping meetings
    •  Preparing and negotiating the proposal/task order
    •  Selecting the staff/subconsultant for the assignment
    •  Directing technical aspects of the project
    •  Conducting internal and client meetings to ensure that all tasks’
       objectives and schedules were met and all FTA requirements
       were satisfied
    •  Monitoring project schedules
    •  Preparing requisite deliverables
    •  Supervising the completion of tasks on schedule, within budget,
       and in accordance with FTA and PARTA standards and procedures

Delta also prepared the scope of work for the “Before and After Study” for the KCG project based on FTA requirements.

At the time Delta secured the contract for project work with PARTA, the KCG project was one year behind schedule.  In an effort to update the project schedule, Delta prepared a Recovery Plan for project completion.  Based on the outcome of the Recovery Plan, the KCG project is currently on schedule to be completed by December 2012.

The Result
Delta oversaw FTA compliance/program management support services for PARTA within the allotted project time frame.
