Erie Metropolitan Transit Authority
The Challenge
In March, 2011 Delta was selected to provide
Federal Transit Administration (FTA) compliance/program management support services to the Erie Metropolitan Transit Authority (EMTA) for the Joint Operations Facility in Erie, Pennsylvania. The Joint Operations Facility will consolidate the EMTA’s fixed-route and
paratransit system into one operational location, and the project will
redevelop a blighted industrial area and serve as a catalyst to
stimulate economic development in the area.
The Solution
In addition to
project management services, the EMTA engaged Delta to develop a
public funding strategy to help advance the $30 – $32 million Joint Operations Facility project. Delta identified the
FTA’s State of Good Repair (SGR) program as a
funding resource and worked with EMTA management to secure the support of key project stakeholders to seek
funding through the program. The SGR program ensures that the nation’s transit infrastructure is up to date, prioritizing local transit re-investment decisions and streamlining preventative maintenance practices.
Delta devised a
Project Management Plan, outlining the following project control mechanisms:
• Organizing project scoping meetings with the EMTA
• Preparing and negotiating the proposal/task orders
• Selecting the staff/subconsultant for the assignment
• Directing technical aspects of the project
• Conducting internal and client meetings to ensure that all tasks’
objectives and schedules were met and all
FTA requirements
were satisfied
• Monitoring project schedules
• Preparing requisite deliverables
• Supervising the completion of tasks on schedule, within budget,
and in accordance with FTA and EMTA standards and procedures
• Prepared the scope of work for design and construction
management services
• Prepared the invitation for bid for the demolition phase of the project
The Result
Delta provides ongoing
FTA compliance/project management for the EMTA as it moves toward project completion. To date, EMTA with Delta’s assistance secured a design and construction manager for the project. The project is currently at the schematic level of design. It is anticipated that the project will be completed in 2015.
With Delta’s assistance, the EMTA received two SGR awards totaling approximately $22 million to advance the final phases of the Joint Operations Facility’s development. The completed project will support
livable community elements in order to spur additional private investment surrounding the site, while
creating approximately 145 construction jobs and 57 permanent jobs over a three-year period.
