Chester Waterfront Redevelopment


Located in the city of Chester, one of Pennsylvania’s most disadvantaged cities, a $414 million mixed-use redevelopment project was planned in order to revitalize a brownfield site located along the Delaware River. At the heart of this development would be a Major League Soccer (MLS) franchise stadium, accompanied by office, retail, and community open space.

Unilever, a Fortune 500 health and beauty aid corporation, was in search of a leasable 1.3-million-square-foot site that could serve as a major distribution center for the Midwestern portion of the country. Delta was deployed to inquire about locations in the Midwest that could serve as sites for consideration. The sites would be evaluated based on location, infrastructure, and public funding incentives available for this type of facility. As an organization, Unilever was unfamiliar with the intricacies of negotiating a complex economic incentive package.

Licensing Liquor Establishments in Mixed-Use Town Centers


Stakeholders associated with the development of a large-scale mixed-use town center needed a mechanism to secure multiple liquor licenses in order to accommodate quality restaurants that would be the cornerstone of a major economic development project. The Pennsylvania Liquor Code, limited the number of available licenses within each county, effectively preventing the project from moving forward.

The application was submitted to the Department of Community and Economic Development (DCED) by the Dauphin County Industrial Development Authority on April 28th for public road improvements to Lindle Road and I-283, the intersection of High Pointe Boulevard and Lindle Road, Chambers Hill Road and High Pointe Boulevard. The project received an IFIP award of $3,719,540 over ten years ($371,954 annually).



The Greenbrier

Delta is preparing a Historic Preservation Certification application for The Greenbrier, located in White Sulphur Springs, West Virginia. Included in the application are the main hotel at The Greenbrier and the South Carolina, Tansas, Paradise, and Colonade Cottages and President’s Estate House. The rehabilitation for the historic buildings will be undertaken in phases, with the work being completed in 2014. Concurrently, as part of this project, Delta’s Public Funding staff is working on both transportation- and medical-related components.

Continuing the relationship that Delta’s Planning staff started with the Lutheran Theological Seminary at Gettysburg, Delta’s Public Funding staff prepared a Rehabilitation Investment Tax Credit Part 2 application, which was approved by the National Park Service with a condition on August 19, 2011. Construction work will start in the fall of 2011, and will be completed in time for the 150th Anniversary of the Battle of Gettysburg in July 2013.



Scranton Lace Company

Delta prepared the National Register of Historic Places district nomination for 32 buildings that were part of the manufacturing complex of Nottingham Lace in Scranton, Lackawanna County, Pennsylvania. Nottingham Lace is a type of machine-made lace that originated in Nottingham, England, and was brought to Scranton in 1891. It was manufactured until 2002 when the company closed due to foreign competition.



Portage Area Regional Transportation Authority

In November 2010, Delta was selected to provide Federal Transit Administration (FTA) compliance/program management support services to the Portage Area Regional Transportation Authority (PARTA) for the Kent Central Gateway (KCG) Project in Kent, Ohio. The $27 million KCG project was the first Transportation Investment Generating Economic Recovery (TIGER) award recipient selected nationally. As an intermodal center, the KCG will become the new gateway to improve the connections between city neighborhoods, Kent State University’s campus, and the downtown. In the long term, the KCG will act as a catalyst to stimulate economic development in the area.

With Delta’s assistance, the EMTA received two SGR awards totaling approximately $22 million to advance the final phases of the Joint Operations Facility’s development. The completed project will support livable community elements in order to spur additional private investment surrounding the site, while creating approximately 145 construction jobs and 57 permanent jobs over a three-year period.



York City Sewer Authority

Delta was able to secure more than $4.2 million in funding to support the Authority’s plant rehabilitation and conveyance system improvements. Sources of funding included the following: $2 million in two separate awards through H2O PA, $1.5 million from the Alternative and Clean Energy program,$500,000 from DEP’s GreenWorks program, and $275,000 from the Federal State and Tribal Assistance Grant program. The funding allowed the projects to move forward as scheduled and reduced the impact of financing the improvements by the Authority’s ratepayers. The projects supported with the funding will significantly reduce environmental impacts from the plant’s operations, as well as make plant operations more efficient.
