As Vice President for Community and Economic Development Planning, Troy Truax provides a diverse background of professional planning expertise and knowledge to Delta's public and private client base.
Since joining Delta in 2001, Troy has managed and provided subject matter expertise on a wide range of community planning and economic development projects, including Pennsylvania’s Department of Community and Economic Development (DCED) 2005 Five Year Land Use Report; tourism sector business operations plans in the Pennsylvania Wilds and Gettysburg, Pennsylvania; urban revitalization for downtown Hershey, State College Borough, and Main Street Gettysburg; strategic planning and government relations for the City of Charles Town, West Virginia; strategic economic development plans for industrial and economic development corporations; public funding strategies for colleges/universities and municipalities; and land use planning for county and municipal clients.
Prior to joining Delta, Troy served as an Assistant Project Manager and Senior Planner with the engineering/planning consulting firm Gannett Fleming, Inc. There he focused on public- and private-sector planning and development projects and specialized in developing comprehensive plans for numerous Pennsylvania county and local governments.
Troy’s public-sector employment experience includes simultaneously serving as Fulton County, Pennsylvania’s Planning and Mapping Director, Emergency Management Coordinator, and 911 Coordinator. In these capacities, Troy successfully developed and implemented Fulton County’s standardized 911 mapping and addressing system, oversaw the development and adoption of the county’s 911 Plan, managed the update of the county’s comprehensive plan and hazardous materials commodity flow study, and strengthened the communications process between the county, local municipalities, and non-government organizations.
Troy earned a Bachelor of Arts degree in geography and urban/rural studies and a Master of Science degree in geo-environmental science from Shippensburg University. He is a member of the American Institute of Certified Planners (AICP) and pursues continuing education opportunities with the American Planning Association of the Pennsylvania Planning Association. Troy is an active community volunteer, serving as a member of the South Middleton Township's Planning Commission and Emergency Services Committee. Troy also served over seven years in the U.S. Army Reserves and achieved the rank of Sergeant.
