Kelly Rossiter offers a unique combination of community, transportation, and economic development planning experience along with communications expertise and a strong interest in public education and municipal outreach.  Her professional experience has been focused on sustainable community development from environmental and economic development perspectives. 

 

Kelly uses her experience in community planning to support Delta’s clients. One of her tasks has been to assess the New Jersey Urban Enterprise Zone program’s effectiveness in stimulating job growth and economic development in New Jersey’s urban areas. For this project she facilitated stakeholder input activities and analyzed the resulting data. She also assisted in developing key project recommendations. Kelly is part of the Delta team that is developing the Vision and Revitalization Plan for the Borough of Quakertown, Pennsylvania. As part of this project, she developed a Pedestrian-Oriented Mixed Use Zoning Ordinance Overlay and has assisted the Borough with the implementation of its recently completed Revitalization Plan.

 

Previously, Kelly worked as a senior planner with the Delaware Valley Regional Planning Commission (DVRPC), where her work focused on smart growth development and revitalization through her involvement in comprehensive planning initiatives, as well as site-specific projects.  She conducted research initiatives and developed planning studies that supported smart growth in the greater Philadelphia area.  She managed environmental planning projects such as environmental resource inventories, and completed several multi-disciplinary corridor studies for local communities.  Kelly prepared grant applications to create new project funding streams, educated local municipal officials on planning and sustainability issues, and provided support for local government implementation of the regional comprehensive plan.

 

Prior to joining DVRPC, Kelly worked as a community and transportation planner for Gannett Fleming Engineering, Inc. She created and managed databases, analyzed transportation statistics, and assisted with the creation of comprehensive plans and supporting documentation.  Kelly also volunteered with the Steel Industry Heritage Corporation (Pittsburgh, PA), where she assisted with the creation of historic driving guides to highlight the rich industrial culture throughout the Three Rivers area.

 

Kelly has a Bachelor of Arts degree in urban studies and political science, with a minor in history, and a certificate in Cultural Resource Management from the University of Pittsburgh.  She is a member of the American Institute of Certified Planners (AICP).
