Gary Antonella provides Delta’s clients with a broad range of experience in transit projects and economic and community development initiatives.  He has extensive knowledge of federal and state procurement procedures, capital programming, and budgeting; financial forecasting; alternatives analysis; environmental planning; strategic investment planning; transportation grant preparation; and project management of a broad range of transit projects.  He is well versed in Federal Transit Administration (FTA) and Federal Railroad Administration environmental policies, the National Environmental Policy Act, the FTA New Starts process, Metropolitan Planning Organization policies, and the Americans with Disabilities Act (ADA).

 

On behalf of Delta, Gary utilizes his skills in helping the Erie Metropolitan Transit Authority move forward with its $37 million Joint Operations Facility. In his work for the Portage Area Regional Transportation Authority (PARTA), he provides consulting services to advance the high-profile, $27 million Kent Central Gateway project, which was the recipient of the first Transportation Investment Generating Economic Recovery (TIGER) grant awarded nationally.  He has supported PARTA with the preparation of its Project Management Plan and prepared a Project Recovery Plan to meet the required schedule established in the TIGER award.  He has assisted the Delta team in developing a five-year financial management plan for the City of Jeannette, Pennsylvania, under the Department of Community and Economic Development’s Early Intervention Program.

 

Prior to joining Delta, Gary spent two years with STV, Inc., serving as Mid-Atlantic Planning Manager.  During his tenure with STV, he was responsible for the oversight of the FTA Alternatives Analysis process for a major light rail system, a bus rapid transit project, and the project development of several intermodal transit centers/transit oriented development projects in Pennsylvania and Ohio. 

 

Formerly, Gary was employed by the Port Authority of Allegheny County, where he was responsible for the successful planning and programming of over $1 billion of major capital projects in southwestern Pennsylvania.  He was also responsible for the program management of the Port Authority of Allegheny County’s Shared Ride/Paratransit Program (ACCESS Program), which is the largest paratransit program of its kind in the country. 

Gary holds a Master of Business Administration degree with concentrations in finance and real estate from Duquesne University, and a dual Master of Urban and Regional Planning and Energy Resources from the University of Pittsburgh.  He earned his undergraduate degree from Point Park University, where he has served on the faculty of the Graduate School of Engineering Management. Gary has also served as an adjunct instructor at the University of Pittsburgh’s Graduate School of Public and International Affairs. Gary is a member of the American Public Transit Association, National Association of Office and Industrial Property Owners, the American Planning Association, and the Pennsylvania Planners Association. He is certified with the American Institute of Certified Planners.
