Debby Grass supports Delta Development Group’s clients with a clear, comprehensive understanding of local government resources and constraints and a practical, no-nonsense approach to problem solving for local officials.

Prior to joining Delta, Debby most recently spent three years with the Pennsylvania Department of Community & Economic Development (DCED), Governor's Center for Local Government Services, as a Local Government Policy Specialist.  During that time, she provided technical assistance, grant management, training, and professional analysis for local governments.  Her particular areas of expertise with the Center were Act 47 distressed communities and Early Intervention Program communities that were beginning to experience fiscal instability and decline.

Debby has spent over twenty years in local government management, including five years running her own municipal consulting company.  As a municipal manager of Dormont Borough, Allegheny County, Pennsylvania, she oversaw millions of dollars of capital projects and secured the appropriate grant funding resources for each.  Debby has years of experience in both the public and private sectors working with capital project planning, delivery of government services, and financial management analysis.  She has worked with local, county, and state officials to integrate project activities to obtain successful results.  She has also used her experience to conduct numerous training sessions for municipal officials and associations.

She has specific expertise in the preparation of personnel policies, procedures, job descriptions, benefit plan documents, compensation strategies, and collective bargaining exhibits, and has provided advice about the costing of benefits and compensation plans that impact the sustainability of local governments. 

Debby earned a Bachelor of Science degree in public administration from Slippery Rock University, Pennsylvania, and undertook additional graduate-level work in the Master of Science in administration program there.  She is a member of the Association for Pennsylvania Municipal Management (APMM) and the Government Finance Officers Association (GFOA).  She has obtained professional manager certification through the Professional Development Program of APMM and has served on the host committee for the International City/County Managers Association.  She has also been an instructor for DCED, Pennsylvania State Association of Township Supervisors, GFOA, and the Local Government Academy and has participated in local government panels for the Graduate School of Public and International Affairs at the University of Pittsburgh.
