DAVID SOBOSLAYDavid Soboslay serves as a Senior Associate in Delta's Planning and Economic Development area, where he provides clients with expertise on state and local government issues.
Prior to joining Delta, David served as the Manager in Allegheny Township, Westmoreland County, Pennsylvania. During that time he utilized his skills in grant writing, planning and zoning, personnel, contract negotiation, and technology issues. He oversaw the renovation of the municipal building and the construction of the new police facility. When completed, both state-of-the-art buildings were linked by a high-speed computer network and security system.
While working in Allegheny Township, David also led the long-range planning group through a year-long review and update of its subdivision and land development ordinance, as well as its Planned Residential Development ordinance. This process was funded through a series of Land Use Planning and Technical Assistance Program grants he obtained for the Township. He has spent over 15 years in local government, starting as the Assistant Manager/Zoning Officer in Dormont Borough, Allegheny County.
David earned a Bachelor of Arts degree in American studies from the University of Dayton and a master's degree in public administration from the University of Pittsburgh Graduate School of Public and International Affairs. He is a member of the Association for Pennsylvania Municipal Managers. David has served as a peer consultant for the Pennsylvania Department of Community & Economic Development, working on technology assessments with Act 47 communities and municipalities participating in the Early Intervention Program.
David has completed independent study courses through the Federal Emergency Management Agency and has been certified at the IS-100 and IS-200 levels.
