Kyle Overly works closely with Delta’s clients to implement strategic solutions to their disaster preparedness challenges. He understands the need to build coalitions between federal, state, and local stakeholders involved in a large-scale response.  

 

Kyle provided support in the development of a regional medical surge plan at the Pennsylvania Department of Health’s Southeast District Office, coordinated stakeholders’ input and followed the guidelines established in the Pennsylvania Modular Emergency Medical System. He was part of the Delta team tasked with evaluating and making recommendations for the emergency operations plans, developing an explosive/mass casualty annex, creating training materials, and conducting a tabletop exercise for Arlington County, Virginia. Kyle assisted with Delta’s development of a post-disaster community recovery plan for Carlisle, Pennsylvania. Additionally, Kyle provided staffing support to Northampton County, VA during Hurricane Irene in 2011.  He also led planning efforts in an update of their emergency operations plan. Finally, he has worked on and managed various hazard mitigation planning projects including Bedford, Cambria, and Northumberland, PA Counties.

 

Prior to joining Delta, Kyle worked for an emergency preparedness contractor in Chicago. He assisted with several projects, including a chemical threat detection system for a large convention center, a visual model of the national response to a pandemic influenza, and a post-event survey that measured the effectiveness of a state’s response to the 2009 Novel Influenza A (H1N1) pandemic.  

 

In addition to Kyle’s practical experience, he has taught as an adjunct instructor for several universities, delivering disaster mitigation and response classes at the undergraduate level.  He has also presented research at regional, national, and international disaster-related conferences.  

 

Kyle holds a bachelor’s degree in government and political affairs from Millersville University of Pennsylvania, and a master’s degree in fire and emergency management administration from Oklahoma State University. He earned the prestigious Certified Emergency Manager (CEM) recognition by the International Association of Emergency Managers.  Kyle has seven years of experience in volunteer fire services, and he previously served as an emergency medical technician for a regional emergency medical services organization. Kyle has completed the Federal Emergency Management Agency’s (FEMA) professional development series and several of FEMA’s independent study courses.
