Dave Bjorkman is a Senior Associate on Delta Development Group’s Disaster Preparedness Solutions team. With his tremendous law enforcement and public health background as it relates to the emergency management field, Dave is highly qualified to help clients achieve their projects’ objectives.
Upon joining Delta, Dave immediately engaged in a five-month, on-site deployment at the Southeast District Office of the Pennsylvania Department of Health (PA DOH) during the height of the 2009 Novel Influenza A (H1N1) pandemic. He served as the nonmedical lead at numerous H1N1 vaccination clinics. From leading vaccination clinic volunteer recruitment efforts to managing supplies and logistics, Dave’s invaluable role coalesced resource requirements with efficiency and measurable results. Subsequently, Dave worked in the PA DOH Office of Public Health Preparedness to update and revise its Pandemic Influenza Operating Plan to align it with Centers for Disease Control and Prevention operating objectives. He also worked to implement medical surge guidance in jurisdictions statewide.
Dave’s professional experiences have engaged him in numerous projects across multiple disciplines and service areas. He has developed, executed, and evaluated multiple HSEEP compliant tabletop exercises, including Somerset Hospital’s (PA) exercise intended to test their internal emergency preparedness for the 10 year anniversary of the 9/11 Flight 93 crash; participated on the exercise team for an ongoing series of hospital-centric functional exercises for the West Virginia Hospital Association; revised and updated the State of Delaware’s Pandemic Influenza Operating Plan; developed Warren County’s (OH) ESF #19 – Persons with Access or Functional Needs – Annex; as well as numerous other emergency management and public health preparedness planning projects.
Before joining Delta, Dave served for three years as a police officer with the Penn State University Police Department (State College). Prior to working at Penn State, Dave spent over four years as a police officer with the Baltimore City Police Department. While in Baltimore City, he worked as both a uniformed patrol officer and plainclothes narcotics officer. Dave also has a strong background in high-risk law enforcement operations. For over two years he was a certified operator on the Centre County Tactical Response Team, where he was trained and qualified as both an entry team member and a law enforcement sniper. While working at Penn State, Dave volunteered with the Centre County Emergency Management Agency and developed a firm understanding of county and local emergency management planning and operations.
Dave has completed the Federal Bureau of Investigation’s Post Bomb Blast Investigator’s School, the Homeland Security Exercise and Evaluation Program (HSEEP) training course, the National Tactical Officer Association’s Tactical Precision Long Rifle School, the CARVER Methodology of Threat Analysis and Vulnerability Assessment training course, and a Terrorism Intelligence Gathering class held at Fort Indiantown Gap.
Dave holds a master’s degree in homeland security, public health preparedness from Penn State University, College of Medicine. He earned a Bachelor of Science degree in criminal justice from Shippensburg University.
