Daniel Sullivan’s expertise provides Delta Development Group’s clients with dynamic disaster preparedness, prevention, response, and recovery solutions in both the public and private sectors. 

 

Dan specializes in first responder exercises for federal, state, local, and tribal entities. He has worked extensively with public- and private-sector groups all over the United States, some of which included international participation, developing both discussion-based and operations-based exercises on weapons of mass destruction, all-hazards, and public health.  

 

Prior to joining Delta, Dan worked as a Deputy Project Manager for a homeland security consulting firm in the National Capital Region, where he was responsible for developing exercises and working on technical assistance programs for the U.S. Department of Homeland Security (DHS), U.S. Marine Corps, and more than a dozen states including Delaware, where he was a deputy project manager on a statewide exercise contract. His work on the Federal Emergency Management Agency (FEMA) Regions I/II and III hurricane exercises and Utah’s State Public Health Emergency Response Exercise (SPHERE) functional exercise as well as general master scenario events list development skills has been recognized by both federal and state clients.  

 

Dan spends considerable time volunteering with various amateur radio communications groups. He is currently the Chair of the South Central Task Force Amateur Radio Working Group, a member of the PEMA Auxiliary Communications Service Implementation Group, Amateur Radio Emergency Service (ARES) Eastern Pennsylvania District 5 Emergency Coordinator, and acting ARES Emergency Coordinator for Cumberland County. He has previously been an essential part of the amateur radio planning committee for the U.S. Marine Corps Marathon. 

 

Dan earned a Bachelor of Arts degree in history with a minor in political science from the University of Massachusetts Lowell, and a Master of Arts degree in international studies and diplomacy from the School of Oriental and African Studies, University of London in the United Kingdom. He is certified by the Pennsylvania State Fire Academy (Fire Instructor I), Pro-Board Instructor, and by DHS as a Homeland Security Exercise and Evaluation Program Instructor. He has completed the Type III Communications Unit Leader training and is working on his qualification. Dan has received certifications for ICS-100 through ICS-300 and for the National Incident Management System, and earned the Professional Development Certificate from the FEMA.
