With over 10 years of experience in environmental permitting and environmental planning, Steve Hoffman provides expert assistance with planning and the expediting of permits for Delta’s clients. His communication skills and willingness to go above and beyond what is expected have earned him a solid reputation and a number of significant contacts that further enhance his permitting expertise.

 

Steve assisted Region 9 of the West Virginia Department of Environmental Protection by writing a Model Stormwater Ordinance.   He tracks opportunities for public funding and infrastructure development to support the boom in the Marcellus Shale industry in Pennsylvania. He has used his permitting expertise to advance redevelopment opportunities for the SEDA-COG Joint Rail Authority, particularly in regard to the National Environmental Policy Act (NEPA).

 

Previously, Steve was an Environmental Specialist for K&W Engineers, Dawood Associates, and CEDG, Inc. In those roles, he assisted clients in permit expediting, NEPA clearance, and site due diligence, most notably for Cabela’s in Hamburg, Pennsylvania; Bishop McDevitt High School in Harrisburg, Pennsylvania; Traditions of America in Mechanicsburg and Carlisle, Pennsylvania; Harrisburg Area Community College in Harrisburg, Pennsylvania; and Members 1st Federal Credit Union in several locations throughout Pennsylvania. Steve has also collected data and documented significant projects such as a Rails-to-Trails project in Clarion and Jefferson Counties and Act 167 plans in York and Cumberland Counties.

 

In addition to his environmental work, Steve has helped several municipalities plan for their future, including the development of comprehensive plans in Straban Township, Adams County, and Allegheny Township, Blair County; zoning ordinances in the Borough of Shippensburg, Cumberland and Franklin Counties, and West Pennsboro Township, Cumberland County; and subdivision and land development ordinances in Halifax Township, Dauphin County, and Bloomfield Township, Bedford County. He has extensive regional planning experience in York County, Cumberland County, and Clearfield County, Pennsylvania.

 

Steve earned a Bachelor of Science degree and a Master of Science degree, both in geoenvironmental studies, from Shippensburg University, and he studied abroad in eastern and central Australia. He is the Chairman of the Zoning Hearing Board in South Newton Township, Cumberland County. Steve is a certified Sewage Enforcement Officer and sits on the Board of Directors for the Yellow Breeches Watershed Association.
