PHILLIP SANTOS SANCHEZ, II
SENIOR ASSOCIATE
Phillip S. Sanchez, II, coordinates a portfolio of economic development projects for Delta’s public- and private-sector clientele. As a project manager, he identifies, assesses, and secures grant and loan funding for a variety of projects, ranging from public works and stadium construction to industrial and mixed-use development. To support clients’ needs, Phillip develops effective strategies with policymakers and agency staff to secure funding and shape legislation. He plays a key role in specialized financial analysis, including pro forma modeling, tax projections, economic impact assessments, market assessments, cost-benefit analyses, and other ad hoc analyses, in a cross-functional team environment.
Phillip has successfully assisted a variety of public and private clients in securing funding for planning and construction activities through state and federal programs, including Business in Our Sites, First Industries, Keystone Innovation Zones, PennWorks, Redevelopment Assistance Capital Program, Infrastructure and Facilities Improvement Program, Pennsylvania Energy Development Authority, Solar Energy Program, Alternative and Clean Energy, New Jersey Economic Redevelopment and Growth, Community Development Block Grant, Economic Development Administration, federal appropriations, and many other programs.
Prior to his experience with Delta, Phillip served in the American Education Services/Pennsylvania Higher Education Assistance Agency's (AES/PHEAA) Research and Policy Analysis division. As an intern and then as an employee, he independently performed original research for a forum of national higher education decision makers. He supported executive decision making with timely policy analysis.
Phillip earned a Bachelor of Science degree in public policy from Penn State University. His education in public policy prepared him for the research and analytical demands associated with planning and development. His minor in business administration has enhanced his understanding of the demands faced by Delta’s clients. Phillip is currently working toward the completion of an Advanced Accounting program at Central Pennsylvania College.
