Nathan Garman provides leadership to Delta’s Healthcare Development Services team, which has secured more than $109 million in local, state, and federal funding to support healthcare facility and campus expansion projects since 2006. Nathan’s knowledge of the economic development process and experience navigating state and federal compliance requirements allows him to guide clients in positioning their projects for public funding. He has successfully implemented complex local, state, and federal funding strategies for a wide array of capital improvement projects.
In addition to his leadership in healthcare development, Nathan has worked with many communities, companies, and public and private institutions to access Redevelopment Assistance Capital Program funding for construction projects. He has also successfully assisted companies in securing and drawing down public funding for job creation, employee training, and expansion projects throughout the Commonwealth of Pennsylvania through negotiations with the Governor’s Action Team.
Nathan has also guided seven Pennsylvania counties through a multi-jurisdictional hazard mitigation planning process resulting in Federal Emergency Management Agency-approved Hazard Mitigation Plans. He has also completed independent study courses through the Federal Emergency Management Agency and has been certified at the IS-100 and IS-200 levels.
Prior to joining the Delta team, Nathan completed a research fellowship with the Center for Rural Pennsylvania, a bipartisan legislative research agency of the Pennsylvania General Assembly. Additionally, Nathan is a member of Class XII of the Pennsylvania Rural Leadership Program. Through these experiences, Nathan has developed a keen understanding of the public policy issues faced by rural areas of the Commonwealth.
Nathan earned a Master of Public Administration degree from Penn State University, Harrisburg campus. He also received a Bachelor of Arts degree in political science from Penn State University.
