With extensive experience on Capitol Hill while working in a variety of roles for U.S. Representative George Gekas in Washington, D.C., Lou Roth brings his unique insight and perspective to the federal legislative process. He utilizes his strong organizational and communication skills and is adept at simplifying complex legislative issues. As Director of State Government Relations Services, Lou provides support to Delta Development Group’s private development and municipal clients. 

 

Lou is actively involved in the firm’s government relations practice, focusing primarily on client needs related to the Pennsylvania Liquor Code.  Lou’s experience and knowledge of the legislative process enables him to provide value to clients by proactively working with legislators and LCB officials to find innovative solutions.

 

With considerable knowledge of the federal appropriations process, Lou understands the need for developing public/private partnerships in order to secure federal support.  His work in Washington, D.C., provided him with the experience of navigating the intricacies of the federal legislative process in order to secure public funding for economic development projects.  Lou prepared testimony and public statements, met with constituents and political groups, and coordinated with other congressional offices in order to advance various legislative initiatives.  He became adept at working with constituents, lobbyists, federal agencies, and other congressional offices to achieve mutually beneficial solutions to complex policy problems. 

 

Prior to his work in Washington, D.C., Lou served as a platoon leader in a transportation unit during Operation Desert Shield/Storm, where he gained valuable leadership experience in a high-pressure environment.   

 

Prior to joining Delta, Lou worked for Holston & Associates, a government relations firm located in Harrisburg, where he generated state legislative support for a variety of client initiatives. 

 

Lou received a Bachelor of Arts degree in political science from LaSalle University, and completed a master’s degree in public administration from Penn State University.
