Joe Eisenhauer brings his knowledge of the land development/community development process, municipal relations, and administration and government relations to assist Delta in its Development Services and Government Relations practice.  He specializes in public funding procurement, ordinance review and preparation, regulatory navigation, and project completion.

 

Joe serves as Delta’s Project Manager for a wide array of public and private projects.  In addition to others, he is preparing a Redevelopment Assistance Capital Program application for the expansion and renovation of municipal services facilities for South Lebanon Township in Pennsylvania. He offers public funding guidance to Evangelical Community Hospital in Lewisburg, Pennsylvania, by identifying and pursuing funding opportunities at both the state and federal levels. Joe also leads the Delta team that provides funding services to support the development of industrial business parks on behalf of BPG Properties in Shippensburg, Pennsylvania, and Berkeley County, West Virginia.

 

Prior to joining the Delta team, Joe worked for a civil engineering and planning firm as a Project Manager and was responsible for permit security and administrative approval on behalf of private commercial, residential, and industrial land developments and land subdivision projects.  His experience on the private side included oversight of the preparation of engineering plans for roadway design, stormwater management design, erosion and sedimentation control, and grading.  On the public side of the plan approval process, Joe worked extensively in municipal administration. Serving as a Zoning Officer, Engineering Representative, and Planner for municipalities in Lebanon, Lancaster, and Dauphin Counties allowed him to gain a comprehensive understanding of the interplay and importance of public-private partnerships.

 

Joe’s command of the land development and municipal administration process is complemented by his background in government relations.  Prior to expanding his skills in the land development and municipal services field, he affected the legislative and regulatory process as a lobbyist registered in Pennsylvania.  While working as a lobbyist, he impacted legislation on a wide range of issues: municipal authority operations, public utilities, healthcare and pharmaceuticals, the state liquor code, and the Commonwealth’s budget.

 

Joe holds a bachelor’s degree in political science with a minor in history from Temple University.  He currently sits on the Board of Directors of Lebanon Transit, the Northern Lebanon County Sewer Authority, and he is Vice Chairman of the Swatara Township (Lebanon County) Planning Commission. Joe is active in numerous political and environmental stewardship organizations throughout Lebanon County and is currently participating in the 2011 Leadership Lebanon Valley program administered by the Lebanon Valley Chamber of Commerce.
