LARRY LAWYERAs a registered Professional Engineer in Pennsylvania, Larry Lawyer has over 30 years of experience and understanding of project management in technical issues and facilitation.
With extensive experience in site engineering as it relates to permit approvals, Larry has successfully expedited the approval process required by government bodies, including the Department of Environmental Protection (DEP), the Pennsylvania Department of Transportation (PennDOT), county conservation districts, township or borough planning commissions, and boards of supervisors. His experience includes preparation of land development plans, such as roadway design, stormwater management design, erosion and sedimentation control plans, and grading plans.
Larry has worked extensively with PennDOT on traffic study approvals, Highway Occupancy Permits approvals, Federal Highway Administration coordination and approval, and partnership agreements between developers, PennDOT, and municipalities. He has also brokered Right-of-Way negotiations as related to cost sharing in federally funded transportation projects and expedited DEP permits throughout Pennsylvania. Additionally, Larry has expedited Federal Emergency Management Agency permits, specifically Letter of Map Revisions for Flood Insurance Rate Maps for developers and municipalities.
Prior to joining Delta, Larry represented municipalities where he was responsible for street and utility reconstruction, storm drainage improvements, traffic planning, and subdivision/land development reviews. He has also represented water and sewer authorities, providing engineering consultation and design/project management for numerous water and sewer distribution lines and water supply and treatment systems.
Larry holds a Bachelor of Science degree in civil engineering from Penn State University. He is a member of the American Society of Civil Engineers and has served on the Central Pennsylvania Board. Larry continues to improve his technical expertise in transportation engineering by attending yearly conferences. In order to brief clients on the latest changes and improvements to the Pennsylvania traffic environment, he has completed several technical courses at Northwestern University.
