LeRoy D. Kline is President and CEO of Delta Development Group. LeRoy’s successes include participation as a private partner in the design of the Highway Occupancy Permit Process for the Pennsylvania Department of Transportation.

LeRoy’s industry background includes serving in several executive and legislative branch capacities, including Director of Legislative Affairs for the Department of Commerce, Legislative Liaison for the Economic Development Partnership, and Executive Director of the Majority Policy Committee of the House of Representatives.
Active in numerous community organizations, LeRoy recently served as the Chairman of the Capital Region Economic Development Corporation (CREDC). He also served on the Board of Advisors, Pennsylvania State University Capital Campus; The Murata Business Center Advisory Board; and the Pastoral Council, Cathedral Parish of St. Patrick. LeRoy earned a Bachelor of Science degree in speech communication from Clarion University of Pennsylvania and has completed graduate coursework for a Master of Science degree in speech communication and business management with the Pennsylvania State University. He also graduated from the Owner/President Management Program at Harvard Business School.
